It is possible to romance with Anders. Complete his companion quests and flirt whenever possible. Be sure to be kind to him and side with the mages whenever he is in your party.

Gifts still influence friendship and contact me rivalry, but the number of gifts in the game has been dragon age 2 companions significantly reduced from Dragon Age: Origins. Companions react differently to gifts depending on their friendship/rivalry score.
